Due to its geographical location and worsening climate change, the Philippines is a
disaster-prone country that experienced extreme disasters, including massive flooding. Disaster Management Plans and their implementation should be inclusive and capacitate residents to reduce casualties imposed by the natural hazard. Bay, a town in the province of Laguna situated along Laguna Lake, is prone to flooding, and youth are viewed as passive actors.

Their participation in flood-related projects, programs, and activities based on the plan is hampered by the Covid-19 pandemic and the lack of emphasis on their roles in the plan itself, resulting in limited opportunities to participate and be involved in the planning and implementation process.

Results based on the participation of the LGUs and selected youth show that the plans lack programs for the youth sector. Youth are aware and are willing to partake in activities under the thematic areas depending on their capability to assist in activities provided by authorities.

Hence, the study concludes that youth are still seen as passive actors in times of disaster, but efforts are already taking place to involve them. The research recommends inclusive planning for the youth as they are valuable actors in disaster management.
