The study assessed the COVID-19 response and recovery of Santa Rosa, Laguna by determining the public perceptions of the Santa Rosa residents on COVID-19 response and recovery of the city through an online survey, key informant interviews, and gathering of secondary data. The findings revealed that the residents acknowledged that the Local Government Unit (LGU) is implementing only 17 out of 29 COVID-19 actions and measures indicated in the survey form. These were reflected by the responses provided by both COVID-19 positive respondents and non-COVID-19 respondents. The information gathered from interviews and secondary data confirmed that the LGU is implementing 29 COVID-19 actions and measures indicated in the survey form. The study revealed that the LGU’s response to the COVD-19 pandemic is not sufficient because the residents were not able to avail of some services necessary during the pandemic. The study also highlights the need to improve the LGU’s response to the pandemic. These include improved information dissemination and formulating future pandemic response and recovery. The findings in this study and the use of spatial data will greatly assist the LGU in identifying, planning, and managing future epidemic responses and recovery for the residents.
