This study aims to determine the essential elements needed to successfully implement the Nature-based Solutions (NbS) initiatives in the Municipality of Victoria, Laguna. This would help guide local stakeholders in Victoria toward effective resource management in successfully implementing their proposed NbS initiatives. Findings revealed that the criteria pertaining to an inclusive, transparent, and empowering governance process; net gain to biodiversity and ecosystem integrity; and design informed by scale were the most prevalent themes for the successful implementation of NbS. On the other hand, the readiness of Victoria for its NbS initiatives was determined by the financing, enforcement, and knowledge components. In terms of the factors guiding the implementation of NbS, local stakeholders placed substantial importance on its sustainability and mainstreaming in appropriate contexts, and adaptive management that is evidence-based. Furthermore, it was observed that the NbS initiatives in Victoria are in adherence to the IUCN Global Standard, with biodiversity net-gain and economic feasibility as their strongest areas. Recommended strategies focused on the creation of an assessment mechanism, strengthening of the existing governance structure, IEC campaigns, and the formulation of proposals for other issues faced in the municipality, such as flooding.
